FAA office who will approve a FM supplement for IFR GPS?

I am getting a custom flight manual supplement generated for my KLN94, so I can legally fly GPS approaches (all 1.5 of them in the UK so far but I am trying to keep ahead :) ) and the UK avionics firm advises me that the NY IFO no longer does this work.

Does anyone know which FAA office will process a flight manual supplement approval for a foreign (UK based) avionics firm?

They don't do it either, apparently.

Has there been a recent change in FAA policy on this, I wonder?
 
I agree; they recommend the NY IFO who say they no longer do this.
 
I think you need to get the NY and London IFO managers to talk to each other. If that doesn't work, call AFS-300 at FAA HQ -- their number's on the FAA web site.
