According to 14 CFR 139.321 all personnel who handle fuel at 139 certificate airports must have training acceptable to the administrator in the handling, storage and dispensing of aviation fuel. Additionally, the FAA reccommends that all other airports require this training as well. Interestingly enough.. our Part139 airport does not require proof of training to be able to operate the fuel delivery system at the self serve fuel island.

I imagine that you've contacted the major self serve fule system suppliers about sponsoring this program.... Good advertising and and an opportunity to create goodwill among the consumers, probably most beneficial at airports with competing brands.

The key thing is: "fueling personnel". A pilot fueling his airplane at the self-serve fuel island is not personnel of a cargo handling agent certificate holder.

That interpretation seems to be supported by 14 CFR 139.321(e):

(e) The training required in paragraph (b)(6) of this section must include at least the following:
(1) At least one supervisor with each fueling agent must have completed an aviation fuel training course in fire safety that is authorized by the Administrator. Such an individual must be trained prior to initial performance of duties, or enrolled in an authorized aviation fuel training course that will be completed within 90 days of initiating duties, and receive recurrent instruction at least every 24 consecutive calendar months.
(2) All other employees who fuel aircraft, accept fuel shipments, or otherwise handle fuel must receive at least initial on-the-job training and recurrent instruction every 24 consecutive calendar months in fire safety from the supervisor trained in accordance with paragraph (e)(1) of this section. Went through this issue with OSHA... Came into my business and started telling me that "I" had to do this and "I" had to do that... I, very friendly tone, said "Gee I didn't know that, can you show it to me?"
Well, she was just atwitter with pleasure at educating this slow learner, ran out to her car and literally skipped back in, flipped her well worn handbook to the page and proudly exclaimed, "there"...\
I , slowly, with one finger touching each word in turn, read the relevant sentence, pronouncing each word and looking to her for confirmation at which she gravely nodded, until we reached the word EMPLOYEE...
Ah gee, I said, I am not anyone's employee... I own this business, so this law clearly and unequivocally does not apply to me... (amazing how much my verbal capacity improved upon reaching the word, employee)
She was stunned, mouth dropped open, began stuttering... Said she was "sure" that it applied to me...
"Fine," I snapped... "Have your attorney send me a registered letter saying that... Until then you do not have a legal right to be in my office." and I gently escorted her to the door...
Never heard from her again...
