Expired transponder inspection. Authorized deviations. How to?

I need to fly with my expired transponder which is in working condition. I have found FAA
14 CFR § 91.215 which says:
(d) ATC authorized deviations. Requests for ATC authorized deviations must be made to the ATC facility having jurisdiction over the concerned airspace within the time periods specified as follows:
(2) For operation of an aircraft with an inoperative transponder to the airport of ultimate destination, including any intermediate stops, or to proceed to a place where suitable repairs can be made or both, the request may be made at any time.
I believe this is what I need to do. But how to contact to ATC?

 
Seriously, either call them at the phone number in the Chart Supplement, or on the radio while in flight.
 
Just call ahead of time, then contact approach when you take off. I've flown out from under class B and into class C with an in-op transponder, no problem.
 
No but if you turn it off because it's expired like he said, a TRACON can let you into class B/C airspace without the transponder.

I agree, but the phrasing of his question implies he wants to use it anyway.
