Custom air vent for prior owner's wife. No air comes out of that vent unless the floor vent is closed.

No air comes out unless the floor vent is CLOSED? That's got to be an interesting linkage.

It's probably plumbed into the duct just prior to the floor vent. With the floor vent open, the air has no reason to make its way thorugh the ducting to the panel vent.

Nice plane. Looks like someone did some avionics updates without going completely nuts.
