Entering Turkey on N-reg aircraft

I flew around Croation coast and Bulgaria with intention to enter Istanbul or any other international airport as a point of entry and then explore the south coast of Turkey. Upon filing a flight plan in Sofia international, i have got a message that N registered aircraft are not allowed to fly in and I need to use one of their local agents to clear me in. They suggested an agent but he is asking €400 to sort me out. I need an advise or if anybody knows the way around?
Typically, i paid something between 0 to €38 for handling, overnight parking and landing fees all across EU.
I feel this is extortion and way over board to ask for a small private plane.

Seems expensive. Throughout southern Africa we paid about $20 for international clearances.
 
The aircraft is small LSA. Yes, normally most of other international airport clearances no more then €20.
However, Turkish want some "back-shish" and there is no way i am gonna pay them that much neither they can justify the charges. Keep saying agents fees.
