Eaa magazine letter to editor ques

Received my new sport aviation magazine. One of the letters to the editors was praising eaa for existing. Evidently the writer was a cfi, cfii,mei and was the one that landed a fuel exhausted airplane when he wasn't PIC.

I'vs heard that the one with the highest rating is responsible but anyone know the rest of the story.

Nope, the FAA goes over whoever they can harm the most. If there's a carreer pilot in the left seat and a hobbyist flight instructor in the right, they'll whack the hell out of the guy on the left.
