Does This Helo Pilot have "Nine Certificates"?

It took two of them, not one, in the Hoover case. And Congress then passed a bill making impossible for the same thing to happen again.
Impossible? Doubt it. It just means they'd have to be more creative. What did the bill provide, anyway?

Skipping over the "impossible" (it just takes them a little longer :)), the sad thing is that Congress even needed to pass a bill.

...and a hearing before the NTSB within five days of the emergency suspension/revocation if you file the appeal within 48 hours of receiving the notice. That makes it impossible for the FAA to again do what they did to Hoover -- issue an emergency revocation and then delay a hearing for months/years (as they did with Hoover, who was suspended in 1992 and had his hearing in 1994).
