It's kind of sad more than anything else. I'd hate to be the owner of the Cub, I'd hate to be in the thief's shoes. He does not look like he is drugged up or hung over. He looks like someone just really down on his luck, if he was even ever issued any to start with. I guess he must have some luck though, he never left the ground.
