Looks like it. The "info" underneath the $5.99 price tag is

  • Publisher: Federal Aviation Administration
  • Seller: WEN HSIN TSAO
This indicates (at least to me) that this person took the FAA's PDF, munged it a bit, added some interesting material, for example:

  1. Over 20 videos and animations from FAA video library.
  2. Glossary references throughout the handbook that you can tap to view definitions
I've had no problems zooming on the downloaded PDF version from the FAA website. Videos might be a nice touch.
 
Worth noting is what a screaming bargain having all the FAA material for free online is.

Not to mention handy, as in everything at your fingertips as long as you have your tablet of choice.

When people used to ask me about what to study to get the basics of flying prior to lessons, it used to be about $100 commitment. Now, I just send them some links!
