Sigh.

One reason that I am glad to have TIS on board, especially in that area. Lots of traffic with Culpeper, Warrenton, inbounds to Manassas, folks practicing, the Bealton Circus, and folks circumnavigating the SFRA.

It was interesting to read that the controller received the collision alert while in the process or radar identifying the Cherokee. I assume a controller will not call traffic before you are positively radar identified. Does anyone know the rules for controller in this situation?
