It this another example of media reporters not "understanding"? There might be a CO problem, but a CO "leak"? I guess one of the pipes carrying CO into the building developed a crack...

CO Leak At Univ. Of The Arts Dorm

Several hundred students are displaced Monday morning after reports of a carbon monoxide leak at their dorm building at The University of the Arts.

Officials are on the scene in the 1300 block of Chestnut Street. Reports of the leak came in just after 5:00am forcing hundreds of student residents to evacuate the building. Evacuees are at the nearby Merion Theater.
