ie 10-30$ - will they accept a sim card and call/text like your average cell phone? I will try to get brands. Staff did not have a clue.

I have an el cheapo at&t pay as you go phone and it does not accept a sim card. It does however call and text as normal. You just need to feed it to keep it alive.

I've bought el'cheapo pay as you go AT&T phones from Best Buy for like $20 that do take a sim card. I pulled the sim card out of my iPhone and it worked fine.
When I was with Verizon I tried to buy a pay as you go phone and use it as a regular account phone but they wouldn't let me. You have to use it as a "pay as you go" for 3 months first.

If you have T-Mobile, this is a known trick to get around buying a really expensive phone, and one that the reps are warned against suggesting.
TracPhone, btw, is T-Mobile.
Answer: Yes. They take SIM cards, but the phone may be locked to only TracPhone. If I were you, I'd instead go for the cheapo Prepaid T-Mobile phones. They're about the same price.
