Canadian chart question

Looking at approach charts, RNAV 29 at CYZE for instance. After a fix on the over head view it shows what appears to be an altitude with a line under it (2200). However the profile view shows a higher min altitude on the bold line (2300). Whats the deal ?

No, 2300' before EBGIP is not a minimum altitude, just the recommended one to hit the 3 degree descent. The minimum altitude from ELEVI to EBGIP is 1700'.
