Balloon solo?

There was a clip on the news of a kid soloing a hot air balloon. He was 8 or so.

IMO there was a real lack of common sense demonstrated.

What are the rules for certification of a hot air balloon pilot?

§61.83 Eligibility requirements for student pilots.
To be eligible for a student pilot certificate, an applicant must:

(a) Be at least 16 years of age for other than the operation of a glider or balloon.

(b) Be at least 14 years of age for the operation of a glider or balloon.
 
Interestingly, in an Internet search for the article, I discovered the youngest solo pilot for an airplane was 8. It was in an ultralight, and apparently the minimum age to solo in an ultralight is 8.
 
Balloons meet the ultralight weight limit. :p
 
That would sure make an impressive show and tell story for the second grade!
 
A true Part 103 ultralight has no age requirement. No idea if a balloon qualifies as that, but I suspect not.
