Pretty much useless here.

First of all, most states would consider the app owner to be conducting "UPL," the Unlicensed Practice of Law. Might, might not.

That doesn't matter much, though, as most locales have converted parking tickets into civil administrative matters (not criminal), and actually charge an administrative fee for conducting the "hearing." Fee is usually as much as the "fine," and the administrative law judge or hearing examiner is an employee of the city. Rigged.
