What is the significance of the date 11/29/1990 referenced in 61.15(e) as it relates to reporting requirements for MVA’s or administrative actions ? Why this date if the FAA asks “have you ever” on the medical application ?
 
IIRC that is the date the airman security division was created (that's a big "if"). Nov 1990 was FAA's first big effort (with FAR revision) to control the intersection of drinking and aviating. The next big revision was in 2008.
