2nd SI for dependence

Asking for a friend who had an SI for dependence about 10 years ago and became non compliant. Surrendered their medical/SI and had written off flying. Recently has expressed an interest in getting back into it.
Is it possible that this individual could be considered for an SI again? Does the FAA give 2nd chances? If so, what would be expected of this individual? This person has had no DUI’s or trouble with the law, ever.
 
Would have to get a HIMS ame and start drug testing again and redo all the testing and psych evals most likely.
 
If he wants a second class or a first class it's back to full rehab. as he is considered a failure, continued private urine test program run by a HIMS AME to FAA stds, Continual AA, and group weekly aftercare, and then all the re-evaluations...and the program continues for 7 years (though it does reduce some).

If he wants 3rd class, it's two years of proven (private urine test program run by a HIMS AME), and then continual AA and group weekly aftercare, and then all the evaluations, before they will consider him, adn that is for 3rd class only.

.....Sounds like he decided he likes his beer more than the air... :(
