    I don’t think I have ever seen a 12V panel that wasn’t 18-22V open circuit. Not saying they aren’t out there, but the efficiency/current capability falls off if they don’t have a fair bit of headroom between rated and open circuit.

    The LEDs themselves don’t generate noise. It is all about the power supply driving them, though that is usually embedded in the consumer product that we buy as a led light. So who made it and the target market likely affects the chances of a particular LED product being a RF noise source.
