I don't know if its coincidental or not but every time I fly over KCVG, the airport looks dead to me. But it might be just me.

Right. It just seemed logical and courteous to me to contact CD before departure so that I could have my transponder set, flight plan open, etc.

So lets say you are departing an airport with class E airspace, right outside the perimeter of a class B airspace with intentions to obtain a VFR flight following through the class B after departure. Would it be alright to go ahead and contact Clearance Delivery before departing the class E?

I personally wouldn't want to obtain my instrument rating in 10 days. Yes, it's convenient, and yes its fast, but there is such a thing as information overload. When you rush through something you'll find yourself forgetting information which will force you to study more and thus resulting in...
