1090 does. I don't know what 978 will do in a non-radar environment.
For an old transponder like that, I'd just get a 335 or Stratus ESG and fuggedaboutit.

You won't see mode C traffic if there's no radar coverage. Otherwise, depending on your ads-b in solution, you'll get air-to-air traffic on 1090...
