Can a CFI instruct a commercial student?

Something odd in my reading of the aeronautical experience portion of the commercial license reg 61.129 a 3 i.
"Ten hours of instrument training..."

Does this mean only a CFII can give this training?

I assume a CFI could do the other non instrument 10 hrs, that's half of the required dual time.
 
Yes, a CFII has to do the instrument bit.
Yes, a CFI can do all the other bits.

…for Commercial, that is. A CFI can do the hood-work bits for the Private.

The more I read part 61 & 91, the more it seems you can do a lot of odd things that are technically legal ... unless you crash in which case you were probably reckless (91.13).
