Name that part..

If I’m looking at what I think you are asking about, Looks like a large resistor in a heat sink/protective enclosure. Perhaps a ballast resistor or a voltage dropping resistor, 28V plane?
 
Indeed a 28v plane.
That is mounted on side/top of an old inop transponder.
Not sure if it's active or not. Would it be for that transponder?
 
LOL you gotta love aviation.

Could make a real power supply to drop from 28 to 14, but nah. Just shove a resistor in-line and make some heat.

I thought maybe it was a manipulating pulsater with triple loop canals...but those are usually powered by highly ionized electron fibers, instead of red wires.
Hence the confusion...
 
Looks to be part of the Alderson Drive to me.
Could be, but I think more likely an Infinite Improbability Drive....does away with that tedious mucking about in hyperspace.
