Is the created time in Zulu or local as displayed in FF?

Look a little closer.

The NOTAM itself is in Zulu time, the bottom part in blue is translated and if you notice has EDT next to the time it’s effective and valid til.

That’s what I figured but it never hurts to ask the interwebz.

So, this morning a NOTAM shutting down the airport was created at 1211Z that was effective 1200 - 1330Z. After I had started up and began taxiing. Boo.
