is the change from a wet cell Gill 25 to a 12V dry cell a major or minor alteration.

3 pounds lighter at the datum line of the aircraft, changes the EMPTY weight of a 1250 pound aircraft by 3 pounds.

I do not see it as a major.

What aircraft?

A G25 is rated at 18 amp-hrs. The J16 is rated at 15. If the original system was certified at 15 or less, you aren't reducing the basic electrical system capacity. Having more amp-hrs in a smaller package would be better. Less, not so much.
