Ha ha, glad you pointed that out. I know the media generally does a pretty poor job reporting on aviation in general, but the stupidity game is really on point here.

Appears as though the pilot might have flared a little high on this "landing"

If they are, they’re at an unusually nose high attitude for approach, so I’d guess MCAS is about to kick in!

And waited until the very last minute to put his gear down?
 
The problem is that the RNAV GPS departure is that all of the aircraft are flying a precise flight path. This concentrates the noise over the fairly narrow flight path.

In DCA, the issue is that the GPS departure path is too close to P56 and P56 is within the normal tolerance of most FMS units.
