Top of knob says "Open" in the center, and Futurecraft, El Monte, CA along the outer edge.
Bottom stub has a "Flow" directional arrow.
Inlet has Futurecraft and 30295-2 and S/N 331 printed on it.
Outlet has AF01(601)-48728 and 4820-885-4667 and U.S. printed on it.

Looks to be a valve, open or closed like in aux instrument air valve.
 
Futurecraft used to manufacture gas and fluid control components for rocket propulsion systems. Looks like a manual valve or regulator.

The only thing I can tell you is the "AF01(601)-48728" is a government contract number and the "4820-885-4667" is the old federal supply number. So basically it was made for the goverment, but I doubt its aviation related as those part FSNs would start with 15, 16, or 17 instead of your 48.
 
FutureCraft was purchased as a subsidiary of South Bend Controls, which was acquired by Curtis-Wright. Future Craft parts are still available.
