A long time ago the Navy was experimenting with semi-ridged airships that they called "limps." There were two models "A" and "B." One day a storm destroyed the hangar holding model A and so now we call all semi-ridged airships B-limps.

It's the cable that thing is attached to! Think they fly it at 15K feet. There was a couple at Cape Caneveral when I was at Patrick AFB. Saw the one in the Keys.
