The fatal flaw is these don't have ads on them.
We don't want no shelters that nobody didn't pay off for.
 
We have one here at work for the smokers. It's about 10 feet from the building.

Nah, it's not mothballed and I think someone went to some effort to put it there. Like the sign on the ground says, it's the "Transient Pilot Rest Area". It's set up so that it's facing the ramp and the runway. I guess it's this airport's version of an FBO because there don't seem to be any other public facilities here, just some port-a-potties in the parking lot.
