    Have you listed to the audio. As per the recording I imagine tower says to "everyone": "go ask the palm beach approach controller". Tower is primarily concerned with runway safety not approach organisation.

    The standard of communication from most of the airplanes in that audio talking to tower leaves a lot to be desired.

    dont use the needs as primary fly your bugged heading and calculated vsi and see what the needles do. You shouldn't need to adjust power unless the winds are highly variable on the way down

    So the NTSB prelim indicates: There was water in the fuel, possibly caused because the right fuel tank cap was missing a seal. Following maintenance, the aircraft did not do a run up and did not drain the fuel prior to the accident flight.
