Yes, as are most flight simulators. The point is not the upfront cost, but the cost savings over time. You don't pay fuel, maintenance, storage, insurance, or any number of additional large expenses that come along with an aircraft.
The target audience is flight schools and not individual sales. The goal of the survey being taken by pilots and flight schools is to gauge pilots perception on the importance of certain features within flight training.
