My C210 will probably not be flown until the end of the covid threat so I only want GROUND NOT IN MOTION hull insurance until I start flying again. My agent says I must also have in FLIGHT LIABILITY insurance also even if I will not be flying. Can any insurance experts out there explain and suggest on the above.

if you really have an agent, he represents only one company. Get a broker... he can shop the market for you.

I have used Falcon Insurance in Kerrville TX. They say no company will sell ground only insurance for a stored airplane but also require (expensive) flight liability even if the plane is nor being flown. I find this totally illogical.
 
Just thinking out loud...could it be in case the plane is stolen and crashed?
 
Just because it’s what you want does not mean an insurance company wants to sell it to you. There is no money in cheap one off policies...unlike lay up policies with boats there is just not the market...most of it would be junk in a hanger and a poor risk.
 
Sounds like you need another broker. Used to insure my unairworthy project aircraft that were either complete or damaged or in pieces.
Maybe he needs to render it unairworthy...take the wings off of it or something.
 
Parker at Airspeed Insurance will give you a square deal. He substantially beat out Falcon’s renewal quote for me but it seems that even identical profiled owners get different rates. The GA insurance market is absolute murder right now. I’m probably dropping flight coverage.

This. I’m in claims and it can be done. INSIST your agent ask your carrier or you’re moving to another agent. Start calling around to other brokers now. And they don’t have to be extremely local.

What I may be able to do is carry liability but exclude PAX until I start fly. This exclusion has line on the application.

It sure is but State Farm dropped my auto premiums because they said people are driving less due to the pandemic. Go figure.
 
Time to find a broker ,who works for your interest.
