LAX Mini Route - Is it ever open anymore?

Every time I try and use the Mini Route in the last 4+ months, including when departing KSMO to head back to San Diego, I've been told it is closed. Has anyone gotten it lately? Anything I'm missing? I thought it was supposed to be open basically all the time now, as long as all 3 airports were VFR.
 
All three reporting VFR and LAX has to be landing from the East.

Do not know if there is any validity to it, but have heard rumbling of it closing when there is a staffing shortage at LAX or any of the three towers whereas the rest of the transitions you are only dealing with approach
 
All 3 VFR and LAX landing to the west/from the east. Basically, the conditions 98% of the time.

It is really annoying departing SMO on the SFRA and trying to figure out what frequency to get FF from that day on the other side.
 
I suppose with the very light air traffic, it must be relatively easy to get whatever one wants right now.
 
Probably not much to follow at this point. It appears the conversation ceased two years ago.

Well, it has sporadically been available and the ATC manager at LAX published a letter saying it is now available on request, workload permitting.

Not necessarily. With controller staffing levels cut to mitigate spread and exposure, their workload isn't necessarily lower. I wouldn't be surprised if one controller is working both complexes for tower.
