Stick and Rudder as an eBook

Did someone get permission from the copyright holder?
Copyrights aren't forever... this one was originally copyrighted in 1944... that was renewed after 28 years in 1972... the next 28 years expired in 2000... but there was the Mickey Mouse copyright extension... not sure how that affects this document.

Copyrights aren't forever...
FYI: The last time I checked on some research references, works published with notice between 1925-1977 had 95 years from the publication date. So for a 1944 date that would be 2039. There was another condition for works pub'd between 1925 and the early 60s, but I don't recall what the condition is.

The short answer is that this book likely has a copyright term of 95 years from publication. There's also a longer answer, but I don't think any exceptions would apply, so the result is the same: it is still under copyright protection, and publishing it here almost certainly is infringement and violates the site terms.
