Just started exploring this. Not sure how to make use of it yet. But it appears to have a level of detail that could prove useful.

It came out in the mid-2000s and combined several separate ASI policy manuals into one. If you want to see what your ASI might do or is required to do, this is the manual that guides them. It's been referenced here in various posts in the past.

FSIMS contains not only the 8900.1 but every Notice, Order, Bulletin, MMEL's, Publications, AC's, etc.

The Order 8900.1 is just as the name implies, it's an order. The Administrator delegates his authority to the ASI's and the order is how he wants them to carry out his authority.

For Flight Instructors I recommend you download FAA Order 8900.2. This order is focused toward designees and details how they will carry out their duties (check rides for example). Also go into the AC's and look at all the pertinent AC's (Part 61 and Part 91)
