Any IA can, in some cases the transponder itself is dinked with or the ADS-B unit is in the transponder, those need ramp checked by a repair station prior to RTS imho. 14 CFR 91.413(b)

Right here is the gotcha,

Note: The FAA has observed numerous installations of ADS-B OUT equipment that broadcast incorrect ICAO codes. Extra care should be taken to ensure that newly installed systems are configured correctly and verified with appropriate ground test equipment.

43.13 Performance rules (general).
(a) Each person performing maintenance, alteration, or preventive maintenance on an aircraft, engine, propeller, or appliance shall use the methods, techniques, and practices prescribed in the current manufacturer's maintenance manual or Instructions for Continued Airworthiness prepared by its manufacturer, or other methods, techniques, and practices acceptable to the Administrator, except as noted in §43.16. He shall use the tools, equipment, and test apparatus necessary to assure completion of the work in accordance with accepted industry practices. If special equipment or test apparatus is recommended by the manufacturer involved, he must use that equipment or apparatus or its equivalent acceptable to the Administrator.

Where did you get the idea I was installing anything.
I asked a simple question, You couldn't answer it without all this?
You assume many things with no reason, Why, if not to make me look bad?
 
Tom....do the install and have an avionics shop return it to service.
 
here's the last one I did....
This FAA Form 337 records the installation of Garmin GTX-330 ES with Automatic Dependant Surveillance-Broadcast OUT (ADS-B OUT).

1. Removed King KT-76a and Collins TDR-950 transponders.

2. All work is performed in accordance with the Installation Manual for Garmin GTX 330 ES, 190-00207-02 rev U, STC SA01714WI and Approved Model List. Garmin GNS 530 WAAS software was updated to version 5.30 that interfaces with the GTX 330 ES in accordance with AML STC SA01933LA-D.

3. The ADS-B Out transmitter is compliant with FAA TSO C-154c and a certificate of compliance is provided with the aircraft records.

4. The position sensor source is compliant with FAA TSO C-145c (GNS 530 WAAS).

5. The system electrical interface was completed in accordance with Garmin interconnect diagram fig. D-13 (pg D-17). The unit displays traffic on the GNS 530 WAAS.

6. Structural aspects of the installation were completed IAC with AC 43-13-2B Chapter 1. The GTX 330 ES is mounted using hardware provided by the manufacturer on an avionics rack in the front panel replacing the KT-76a.

7. Weight and balance and equipment list was updated. Updated copies were included with the aircraft records.

8. A functional ground check was performed and the above systems checked OK. A determination of proper configuration and performance has yet to be established via an operational flight evaluation in accordance with 14CFR 91.407(b).

9. An FAA Approved Flight Manual Supplement GTX 330ES 190-00734-15 REV3 and GNS 530W SW ver 5.30 190-00357-03 rev E was included in the AFM.

10. An electrical load analysis was performed IAW AC 43-13-1B, Chapter 11 and found not to exceed 80% of alternator systems maximum continuous output. The unit is powered by a 10.0 amp circuit breaker.

11. ICA: Instructions for continued airworthiness are contained in a Garmin document PN 190-00356-65 Rev. C. provided with the aircraft records.

This FAA Form 337 records the determination of compliance for the Automatic Dependant Surveillance-Broadcast OUT (ADS-B) system installation. The system complies with the requirements of 14 CFR § 91.227. This document serves as a permanent aircraft record to identify FAA regulatory compliance for ADS-B OUT system installations.

1. The ADS-B OUT system has been determined to be compliant via an operational flight evaluation authorized under 14 CFR § 91.407(b).

2. “The installed ADS-B OUT system was shown to meet the equipment performance requirements of 14 CFR part 91, § 91.227,” along with the applicable ADSB OUT transmitter (Garmin GTX 330 ES transponder) and GPS Source (Garmin GNS 530W).

3. The airplane flight manual supplement for the ADS-B OUT system has been inserted into the flight manual of the aircraft.

4. Reference FAA Form 337 dated 06/21/2018 for the ADS-B OUT system approved GPS source pairing installation.

well...you did ask who was qualified to do this kinda work....so...there are a few other things one would need in addition to the skills and abilities (which I'm sure you have). :confused:

Yeah, he apparently is so insecure with himself, he has to try to build himself up, by attempting to tear someone else down.
