The FAA may have delegated responsibility to Boeing, but the FAA is ultimately responsible for certification and is the party which should be held accountable.

We don't even know yet if the Ethiopian crash was related to the same problem.
 
Would not be a surprise - rather a typical case of the industry capturing the regulators.
 
Appears Boeing has a software update in the works to address this problem but has not yet rolled it out.
