I have to laugh at the comments of some people on the news story for this...I'm not saying these kids walking down the sidewalk, or anyone walking down the sidewalk for that matter, deserved to get run over, but OBVIOUSLY there is more to the story (its called having coming sense, "totality of the circumstances", etc).

One of the things that make it so obvious for me is from the article:

"Despite the serious nature of the crash, no one has come forward to police and the identities of the three males being chased and the truck driver are still unknown."

From the video, and based on my cynical interpretation of what it shows, it looks like the initial event was a drug deal in the park on the right side of the scene. The three ripped off the suburban guy in the Tacoma and were walking away from the scene when he looped around and caught up with them in the residential street. The second they saw him they knew what was up and started fleeing back towards the park when he bowled them over on the sidewalk. He then drifted a bit around the park trying to get the ones he missed on the first try.
If this was anything but a drug deal, they would have remained on the scene and told their story.

Some of the videos are out of order, and you have to note the times to put them back in correct order, but that would be my guess as well.
 
If the cops really wanted to know... this shot plus some good video enhancement software could retrieve the license plate

When camping I always tell my fellow campmates, "I don't have to outrun the bear, I just have to outrun you."

And if you are the slowest runner in the group, whack your least favorite buddy on the shin with the walking stick and keep running....

If I could get video "enhanced" and DNA in 15 minutes, I'd be a detective superstar!

Actually my department outsources all evidence processing...as do nearly all but the largest departments nowadays.
