In my collection of stuff I bought but never used I found this old ELT, brand new, still in box from 1977. I see that batteries are still available for it, but is it still legal otherwise ? Do ELTs need to be tested by a radio shop periodically?

No, unless you use it to replace an existing installed Sharc. A straight TSO-C91 ELT can't be used for new installs.

Every 12 months but a mechanic can do it also. Ref. 91.207

There are plenty of planes that still have Sharc's. I'm sure that you can find an owner that will buy the from you. As problematic as some of the older ELTs could be (and despite the lack of satellite monitoring), they were still better than some of the newer junk tha AmeriKing sold.
 
Can it be used? that depends upon if you want to be found.

Decades ago we had one of these which had the problem of leaking batteries corroding the interior and causing inadvertent activation.
