S-ILS 27 asterisk, asterisk

The most frequently used approach at Cedar Rapids Iowa KCID is the ILS-27. It now has a notam with a peculiar sentence that I've bolded beliw. I'm wondering what is meant by the prefix "S-" and the suffix "asterisk, asterisk".

Here is the notam:

ILS OR LOC RUNWAY 27, AMENDMENT 6E ... CHART NOTE: ASTERISK, ASTERISK RVR 1800 AUTHORIZED WITH USE OF FD OR AP OR HUD TO DA. CHANGE S-ILS 27 TO S-ILS 27 ASTERISK, ASTERISK. THIS IS ILS OR LOC RUNWAY 27, AMENDMENT 6F. 12 OCT 12:28 2017 UNTIL PERMANENT. CREATED: 12 OCT 13:03 2017​

I flew this approach yesterday, and on the radio the approach controller just called it the "ILS 27" as always. (I was tempted to ask instead for the S-ILS 27 ASTERISK, ASTERISK but I didn't.)

I believe I understand the main point of the notam is to announce an amendment that cancels a previous "not authorized" restriction against autocoupled descents that has been on the approach plate for years and is still on the latest one. And maybe they are reducing the visibility requirement as well from RVR 2400 to 1800? But I am at a loss, and so is a local instructor, about what is meant by "S-" and "asterisk, asterisk".

S would be 'straight in.' There are minimums for S-ILS 27 and S-LOC 27. The *'s would be pointing you to a **note explaining it. Like the * that's already there at the I-RRU 2.7 DME Fix. That's explained where it says *LOC only. As far as what the controller is clearing you for, that's the rules. They are required to clear you for the 'name' of the Approach as it is published on the chart. Compliance with all the notes and stuff is 'solely' the pilots responsibility.

Also, dumb teletype technology still limiting notams. I'll bet an asterisk '*' is not in the character set allowed in notam text.

What it sounds like they're doing is editing the chart so that:

- The 'S-ILS 27' line becomes 'S-ILS 27**'

- And then adding (somewhere) a chart note: '** RVR 1800 AUTHORIZED WITH USE OF FD OR AP OR HUD TO DA.'

Check the NOTAMS for KLAX. They have several of those.

Exactly right. They are adding the ** RVR 1800 note, then adding the ** to S-ILS 27, so that you don't apply the RVR 1800 note to the S-LOC 27 or circling line of minimums.

This officially up-letters the amendment number from 6E to 6F and the update will be published soon (and the NOTAM will then go away). It appears that will happen on the 2/1/18 pub date:

Shouldn't that be:

POA 10/023 POA ASTERISK ASTERISK WINK WINK NUDGE NUDGE SAY NO MORE 171017000000-PERM

(Note how much more readable Ron's mixed case version is. )
