This is progress. Small but everything helps.

Diabetes with a FBG below 126, and on metformin only HbA1c less than 6.5, is an "issueable" w/ SI if certain conditions are met.
Migraines are much easier for those who are doing well

Asthma Criteria for who needs an SI are much clearer.
Glaucoma in the early stages is MUCH MUCH EASIER.
Hypertension- I get to have the documents and hold them and issue, no real change- but we used to have to fax them in.
Hypothyroidism which the agency never wanted to be an SI, is now a "TSH is normal" (meaning I've got to have it), but issue don't call.

The others are not biggies.

What kind of criteria do they have for migraine?

I somehow managed a letter of authorization for my cluster headache

Might be a small change for the better for me, though - assuming I'm reading it correctly:

Unless I'm mistaken, no longer need an SI for rheumatoid arthritis for my particular case - everything should be OK per their worksheet (mild, NSAIDs, plaquenil, CBC good) just need to submit 8500-7 - so can get approval from AME?

For others, new AME guide here:

What about "NOT acceptable: Ocular migraine"? Would that disqualify me from getting a class 3 medical certificate regardless of other factors?
Nah, you just have to stay in the special issuance system. See these specs are actually (though small) an expansion of what the AME is able to do without OKC.

If you make what's on the list, he can issue you w/o a special. IF you have more than what's on the list--> Special Issuance.

Yes, Jim, but if you're on placquenil, the AME is required to posses the 8500-7 for the eye exam for placquenil pigment deposition. But he doesn't have to get it approved. AME can check the 2nd of the three boxes, and issue, note it in box 60 and he's done.

Essentially they have send your placquenil and arthritis issuance, to "out in the field offices". An IMPROVEMENT. :)

OK, thanks!
