How to obtain highlight broadcast rights

I have no idea where to even start looking....hopefully someone here knows?

I want to webcast some sports highlights on http://www.roundball.org. I know that highlight reels are shared between networks, and even college stations because they all seem to have a quick and dirty reel available to them to show during their news broadcasts.

How does one get those reels? I can't imagine there's a large fee associated since all of the networks share their reels amongst themselves...right?

Anyone have any idea?

Imagine again. Those rights are owned by the leagues and are considered revenue generating. I was just working with a 'rights' holder. To say that they are 'hesitant' to embrace Internet distribution would be an understatement.

How does, say for example, "Manchester College" get access rights to a 15 second clip of a UCLA basketball game to show during their broadcast news on their underfunded and dying college television network? That's what I'm trying to find out. There has to be some sort of agreement there.

That is very likely a conference deal. If you are a member of a college conference you have rights to everyone in you conference's video clips. To use other conference highlights there was probably a joint sharing agreement drawn up and signed.

LOL! I am talking raw feed, not the produced feed (as in, here's like 4 clips of amazing dunks with no talking over it).

I don't want to use ESPN's highlights with commentary, for example.
