    Some airport employ folks with minimal trading as the Line Crew. Steering Stops may not be In Syllabus. Many places do not allow “ backing” light aircraft with tugs. Heavy aircraft usually have better trained people. Some people blame the kids when the fault is with management!

    Some aircraft have a sort of “standpipe” to COMPLETELY fill bladders for leak checking. IIRC there is an AD mandating this for certain bladders.

    My thought is it would be best to repair as a “ Winter Project”. Few shops can devote techs to work on this continuously. That would mean turning away regular customers for Annuals etc. This would entail pulling wings for transport .

    I agree with Bell. Presume OP would not actually do the repair. It will take longer and cost more than planned. Likely the best option be to let Insurance Company take it () if he has Hull Coverage. Or sell as is. I’m sure there are folks that would want it.

    Are those steel “ pop” rivets or other? It could cause a bigger issue with galvanic corrosion.

    To me that term means the task was not done and the the signer has committed a fraud and a Federal Offense by falsifying Aircraft Records. Not related to in- person or remote. Is a borescope remote? How about if it is transmitted live; across the room or across the state?
